Structured 3-Stage Development & Release Sequence
To ensure strict operational compliance with Apple Developer Program guidelines and sandbox requirements, HoverMother follows this phased launch sequence:
- Stage 1 (Current Active Stage): Apple Developer Entitlement Review — Public site inspection, architectural privacy review, and granting of the
com.apple.developer.family-controlscapability to our developer team profile. - Stage 2 (Upcoming): Internal Sandbox & Device Testing — Internal TestFlight evaluation on paired physical Apple devices enrolled in Apple Family Sharing. Validation of
ManagedSettingsand privateDeviceActivityReportextensions. - Stage 3 (Upcoming): Tennessee Closed Beta — Controlled onboarding of our pre-registered parent cohort in Tennessee, gathering qualitative feedback before general App Store release.
App Store Guidelines Compliance Filter
In accordance with App Store Review Guidelines 2.5.4 (Screen Time API), 5.1.1 / 5.1.2(i) (Data Use and Sharing), and 5.4 (Parental Control Apps / MDM), HoverMother strictly enforces this architectural boundary:
❌ Prohibited Claims & Technologies

- No keystroke logging or screen recording
- No phone call or FaceTime listening/recording
- No ambient listening or secret microphones
- No covert, hidden, or undetected monitoring
- No MDM profiles or Safari configuration profiles
- No banking credentials or financial card scraping
- No background breadcrumb GPS tracking
✅ Compliant Architecture

Requested Entitlements Justification
HoverMother requests only official Apple developer entitlements strictly required to power its transparent digital wellbeing features:
-
com.apple.developer.family-controls(FamilyControls)
UsesAuthorizationCenterto obtain affirmative parent/guardian authorization andFamilyActivityPickerso parents can select apps, categories, and web domains using Apple's privacy-preserving opaque tokens (ApplicationToken,ActivityCategoryToken, andWebDomainToken). Raw bundle identifiers remain protected on-device. -
ManagedSettings&ManagedSettingsUI
UsesManagedSettingsStorealong withShieldConfigurationandShieldActionapp extensions to apply parent-selected app limits, bedtime downtime schedules, and native adult web content filtering, and to render custom shield overlays with native "Ask for More Time" actions. Requires no VPNs, MDM, or proxy configuration profiles. -
DeviceActivity&DeviceActivityReport
UsesDeviceActivityMonitorandDeviceActivityReportextensions to monitor schedule thresholds and render screen time usage charts inside Apple's network-isolated extension sandbox. Raw browsing logs, domain names, and per-app usage telemetry never leave the child's device. -
CoreLocation(Opt-In Only · 30-Day Max Retention)
Used exclusively for the optional family location check-in and parent-configured safe places (arrival/departure notifications for home or school). Requires explicit opt-in by both parent and child, and location records are retained for no more than 30 days. -
APNs(Apple Push Notifications)
Delivers real-time notifications to the parent device when a child taps "Ask for More Time" on a shield overlay or reaches a designated schedule threshold.
MOTHER AI & Google Cloud Vertex AI
HoverMother includes MOTHER AI, an educational parenting assistant and teen slang translator:
- Inference Engine: Powered by enterprise Google Cloud Vertex AI (Gemini).
- Explicit Parent Consent: Requests affirmative parent consent prior to initiating the first AI conversation.
- Strict Data Isolation: Only text explicitly typed or dictated by the parent into the MOTHER chat or Slang Translator (along with brief parent-dashboard context such as a child's first name and alert titles) is transmitted to the API.
- Zero Screen Time Telemetry: No child Screen Time usage data, app tokens, browsing activity, location coordinates, or device identifiers are ever forwarded to Google Cloud.
- No Foundation Model Training: Under enterprise Google Cloud terms, user prompts and completions are never utilized to train foundation AI models.
Reviewer Testing, COPPA & Physical Device Notes
To evaluate HoverMother in accordance with Apple's Family Controls specification and child privacy standards:
- Parent-Only Accounts (COPPA Compliance): Children do not create accounts, log in, or interact with HoverMother directly. All accounts are created and held exclusively by verified parents or legal guardians (aged 18+).
- Physical Device Requirement: Apple's
FamilyControlsframework requires a physical iOS/iPadOS device with an active Apple ID enrolled in Apple Family Sharing. The Family Controls entitlement does not function inside the Xcode Simulator. - Parent Account & Web Demo Mode: Reviewers can immediately evaluate the parent dashboard and MOTHER AI at hovermother.com/dashboard without physical child device pairing.
- Child Device Pairing: On the child device, authorization invokes
AuthorizationCenter.shared.requestAuthorization(for: .child), prompting for the parent's Apple Family Sharing credentials / Screen Time passcode.
